Democracy finally strikes FCM! Kind of...

I don't want to label it as a "rule", but Andy has softened up enough to allow me to post a poll on Tanking to see the league's support. While this is a poll, I am not making it an actual "Yes" or "No" poll. I want you guys to sound off with your thoughts and reasoning behind it. And no matter the support, there is no guarantee this will go into effect. It will merely be taken into consideration more heavily if there is support behind this.

The issue at hand: Should we punish teams for tanking?

As long as I'm here, there will NEVER be an absolute tanking rule like Outahere had. The strength of your division, league, schedule can highly influence the number of wins you have. The thought is if there's a team that's questionably tanking, it goes under discussion with the admins - possibly mods if extra opinions are desired. Then if the admins decide tanking has been done, the team is punished. Punishment could vary from team to team and will be handed out where ever the admins feel it'll hurt the most. The most likely scenario is a tanking team will lose draft picks and those picks will be auctioned off to the rest of the league where the cash simply disappears.

If you haven't listened to Podcast #4, I talked a great deal about my thoughts on tanking. Basically, tanking takes advantage of the game, rather than playing within the spirit of how it's intended to be played. I wish I would've said it on the podcast, but to me tanking is like steroids. Both work and both wouldn't be thought of as wrong if they didn't work to get you an unfair advantage.

My personal solution to tanking is going out in FA and attempting to sign some decent holdover players to $1M/2, $2M/3, or even $5M/3 contracts. First off, it gives you solid players to hold down the fort while your prospects develop. It also allows you the piece of mind of not having to scramble to sign enough players off-season after off-season while you rebuild.

As for the league, it does two HUGE things. Throwing out low to mid 70s that have no business being on a major league roster compromises the integrity of playoff races. Signing decent holdover players does the exact opposite, you could spoil a division rival's hopes in September. Secondly, bidding on FAs can, in good faith, drive up the prices for other teams or possibly mean a contender doesn't get a solid addition at all.

It's not like you need to spend much. $55M to $70M should suffice at turning in a 60 to 70 game winner. Look at NYY in 2040 and 2041. While care taking them, I signed a few decent players (mostly at just $1M/2) mainly because I didn't want to keep checking back on them each off-season. As it turned out, the Yankees turned in decent seasons while rebuilding and still got early picks.

Lastly, sure if you tank, you'd have a great chance at getting a top 3 pick. But how many top 3 picks have we some completely fail in this league? How many second half first rounders have we seen dominant?

Sim 4 falls on a Tuesday, that means we need to hold the draft on wed or thursday if we want to not skip a sim. Problem is the NFL 1st round is on Thursday night, so not sure if people want to spend their time at the pc when they could be watching that. From what I hear Wed might not be the best for some. The other option is to do the draft on Friday night and to skip a sim, and if we are going to skip a sim, I guess we can include possibly doing the draft on Saturday night as well. So I am going to give you 4 options for the draft. Vote and let me know how you feel.

For me, I would rather watch the NFL draft than be on-line. So I would prefer Wed or Friday. Other than that, I have no preference.

If you are unaware, I've knocked out a Top 100 Prospects segment on the blog. I created a formula to look at vitals, age, and rating. It started out with quickly running down the 100-26 players, then giving the 25-11 players a quick commentary, and doing more in-depth analysis for the top 10. In the next day or two I'll be adding a top farm system ranking based on the list (and some that just missed the cut).

So with the poll I'm wondering how you all liked it. Feedback is appreciated. I don't mind comments on player ranking, but I don't want it to turn into a crab fest about how your players should've been higher.

We've got to take a look at this. This poll is pretty simple and straightforward, but I want to combine that with a few suggestions:

1) I'm on board with every-day sims, but not the way we've been doing them. I understand that teams out of contention will get bored...but railroading the last two months of the season feels like an injustice to those that are competing. It also just doesn't feel right - it feels rushed and dismissive. We all put a lot of work into our teams, why are August and September any less meaningful then May and June? This change has all but killed the ability to do waiver trades.

I would suggest that if we keep every-day sims we switch to 8-10 day sims rather than 15-17. We should have 6 everyday sims or 4 normal sims. I don't care which, but the current model sucks. It feels like we're cheating everyone for the sake of a few with short attention spans. This will allow for waiver trades to return, for close contests down the stretch to be more finely managed, and for us to actually appreciate each season.

2) If we end up doing the playoffs and subsequently releasing a resigning file on a non-sim night, we have to give people at least 24 hours after a normal sim night for people to complete this. So if we do playoffs on a Thursday - they should have until Saturday. If we do it on a Wednesday - it should be until Saturday. It's unfair to expect people to be here on a night that isn't routine for a file release. If we're just going to randomnly start doing things whenever a few impatient people want, why not do the same with the draft? Just because one thing is your particular sacred cow doesn't make it any different. We release files regularly so we don't screw people over. Why we insist on doing this two years in a row with resignings is simply selfish. Give people 24 hours after a regular sim night at minimum. If you still want the offseason to go faster, here are a few suggestions:

1) cut the initial FA waiting time from 72 hours to 48 hours
2) Cut the ST process down - we don't need three sim nights of this. Sim to ST and ST can happen at the same time. Or we can sim to ST right at the outset of FA and avoid the whole process.

Personally, I don't mind a short resigning. I don't mind if the offseason is short. I haven't complained about the almost-dismissive speed through which we've flown through the last two seasons. But we're designing our entire schedule around some really short-sighted, selfish concerns. What is best for the league is to give people time to work through their resignings and to end the season at a less break-neck speed.

It's bad for the league, regardless of how I personally may feel about it. We've had a real rash of people making these kinds of decisions without thinking big picture. Separate your own preferences and think about what is best for the league first, then get emotional or committed about something. rushing through the playoff races, the playoffs, and resignings is NOT good for the league no matter how you want to spin it.

The same as Plan 1 except we pen and paper draft the extra picks lost to the supplemental selections AND the compensated GM doesn't have to give up a late round pick
This would require somebody volunteering to be a Draft Czar. We'd literally reprogram every selection after the 1st round in the draft.
FCM Expansion Official Proposal—

The Whos:

The GMs: Stang would be the first team and the second would come down to a league vote. See this thread for more information on the 2nd GM: http://www.firstclassmogul.com/showthread.php?tid=5049
Kobie and/or Peter will be the replacement GMs.

The Wheres:

The two most popular cities were Las Vegas and Vancouver so we’ll go with those. Only the Seattle market risks being affected by proximity and we will adjust their city if Vancouver has an adverse effect on their market.

The Names, Budgets, etc. will be league vote or discussed further in the ‘The Whats’ section below.

Milwuakee will be moving to the AL Central . Vancouver will be added to the AL West and Las Vegas will be added to the NL West.

The Whens and Whys:

The reasons that we are discussing expansion seem to be based on two main thoughts: The talent pool is too high and has pooled to a degree and because we finally have the GM pool to do so. Because we’re not missing any re-signings, all 30 GMs have established activity and credibility and Sean’s suggestion was generally well received I feel its idea and appropriate to slow this current offseason and strike while the iron’s hot. I’m not saying I think we’ll see a dip in activity, but I think the opposite is true and we run the lowest risk of it as we’ll ever experience.

If we expand we will run the expansion draft next week on Wednesday at 9PM EST (or later if the league approves this proposal but not the date). Fas will not be eligible to sign until Thursday so expansion teams can get their roster and make bids to FAs, the sim to ST would be delayed until Monday 3/14, ST would be Tuesday 3/15 and the first sim of the new season would be Friday 3/18. This would give us 9 days between the expansion draft and the start of 2018 giving all teams over a week to adjust. If the league needs more time we can adjust to that on the fly but unless it becomes a glaring problem I’d like to stick to the schedule outlined above.

As described in further detail below, the work on the GMs part will be minimal, attendance optional and will not put any GM at a disadvantage so long as they submit a one-time list. I understand moving quickly is going to be a concern but I feel every GM will get fair notice. I will send out PMs, make sure GMs are contacted and aware as well as be available to answer and address concerns every day leading up to the draft. I know it’s dicey if we move quickly but I’m confident in our GMs capabilities, I will be available nearly 24/7 to help.

The Hows:

1)	The Draft

a. There will be 3 rounds with 14 selections per team in each round.

b .GMs may only lose one player per round and may block an additional 3 players per round.

c.	Which team picks first will be determined by randomizer.org

2)	Protecting Players

a.	Each team will receive a list of players who are NOT automatically protected. Each team will then make a Power Rankings for their unprotected players.

b.	The top 15 players are protected

c.	After each round the next 3 players that were not selected will become protected

3)	The Actual Draft

a.	Live in the CB on whichever date works outs

b.	Attendance isn’t mandatory, required or even productive since the lists will be mandatory even if you plan on attending. It is, of course, encouraged!

c.	I’ll run it live, post available players and teams will select. It’ll run as similarly to an actual draft as possible, it’ll run quickly and shouldn’t take more than 30 minutes to an hour.

The Whats:

1)	The Budgets will be a minimum of 80M and a max of 100M to start for each city. Neither market will be a major market and we’ll take a league vote and use weighted metrics to determine the actual budget so each vote will count.

2)	The Names will be determined in a two-part process. The Expansion GMs will select 3 names and corresponding logo’s (we have a wealth of logo resources in the Expansion Suggestion thread and a few GMs capable of Photoshopping custom Logo’s if need be). The league will then vote to determine the winner.

3)	Automatic protection is determined by two requirements.
a.	A player drafted in the previous two seasons.
b.	Any player who is 20 years or younger at the time of the expansion draft.

4)	Stadium Aspects will be generated by using any available stadium data at the locations (For example the Vancouver stadium for the Olympics then expand to the league’s average number of seats. The stadium quality aspects (Playing Field and Seating sections) will be determined by the expansion GMs. Two in each category can be good, one must be average.

5)	Fan Loyalty will begin at B, above average but not secure if they fall on their face.

6)	Cash, they’ll start with 5M, they have complete control there’s no reason they should be over budget.

7)	Winterball, two free slots per team for the first year only. After that, it’s normal rules.

8)	The Schedule was tested by Peter earlier today and it seemed to have no issues. We’ll run test simulations to make sure after expansion and if, for some reason, there’s an issue we’ll find a template at that time. There are plenty available on the sportsmogul forum if it doesn’t work out as anticipated.

9)	Approval will require 20 votes for approval with at least 25 votes total.

10)	Expansion teams will draft LAST in the 2018 amateur draft.
