The belt started loosening when Matty shopped Mcgee a couple seasons back. Then the flood gates really opened after Gilly was able to deal Martinez. I said then that it was a bad idea to leave things up for interpretation and this crap is the exact reason why. Once you see people make these kinds of moves it makes others feel that if the time comes where they need to do it then they can whether they are doing it in good faith or not doesn't matter.
